Ta'arof is a compliemnt, but generally when someone Ta'arofs, they take the compliments to the extreme (often don't mean it). For example, the first time my in-laws visited, I was a new bride and really didn't understand the Persian culture. So, one day at the mall, I asked them if they'd like an ice cream. They said "Oh no!" which I assumed to mean "No". I bought one for myself. Later I found that the "no" meant, "no, I don't want to be a bother (ask me again and I'll say yes)".
Ta'arof'ing can also be done when someone pays you a compliment. One of my friends related such a story. In Iran, if her friends would say "what a beautiful blouse" she would offer to give it to them. The oh no, yes please would go back and forth because everyone knew it was only Ta'arof. When she came to the US, a friend complimented her vest. She offered to give it to her, and her friend accepted it with many thanks.
So yes, I agree that Ta'arof is a sort of a compliment, but really more of a game. When you say "Ta'arof nah kon (don't ta'arof)" it means "I'm not kidding, I mean what I say". From that standpoint, I consider Ta'arof somewhat insincere. But Iranians all understand this, that's why I call it a game.
